Charissa Bichsel: Sometimes there is a bump if there is a flat place in the tire. That usually only happens if they have been installed on a chair and left in the same position for a long time. So it is most likely something else. Maybe post this in the Home and Garden category under DIY or Maintenance, and include a clearer description and maybe even a link to a picture of the chair you mean, and you might find someone there who is mechanically inclined who can help you.
